No, the Sopranos is superior because the Royle family is genuinely bad, and the Sopranos is good. Where something is from should have no bearing on how good the product is - unless it's from Taiwan. But apart from that...
Oh, and the sopranos and the royle family are two completely different types of show. The royle family is a pitifully poor attempt at lower class humour (or humor) and the Sopranos is about some Mafia guys. And you can't go wrong with mafia guys. It's the first rule of good broadcasting:
Johnny - Hello Billy, how are you?
Billy - Not bad Johnny, it's a bit nippy out.
