MALLRATS made less than $2.25 million theatrically. Despite the fact that it's rumored to have sneaked into the black from video, it's still perceived by the industry and the public at large as a bomb. No one would put up the money to make a sequel... and it would have to cost at least as much as the first.
And considering that it isn't even like CLERKS which he owns, so he could - if necessary - shop from studio to studio to make a sequel. Universal owns MALLRATS and its characters and they're not about to finance a sequel, nor do they seem inclined to seperate from the rights on any level (there was apparently some struggle for rights to publish the comic sequel).
None of that even considers whether Kevin would want to invest that much of his time, blood, sweat and tears into this project as a film.
So, if you are trying to convince Kevin to change tacts and make the movie instead, then you're wasting everyone's time. If, however, you're just trying to share your pipe dream with Kevin and the rest of us, then cool.
I know that I consider MALLRATS (while not his best movie by any stretch) to be his funniest and most re-watchable film and would absolutely love to see a cinematic sequel.
