First of all, I think it was probably Kevin's intent to leave this open for debate, and unknowable as it would be arrogant presumption to try and understand the mind or will of God. However, I believe the following to be a valid, logical, and logical recourse for the fate of the two fallen angels.
They simply cannot enter heaven. Regardless of how many of you want a "happy ending" scenario, this could not have happened. It's people like that who want to believe that they finally entered heaven for whom Sam Raimi's Army of Darkness ended with the S-Mart scene.
Here's why:
The point of the movie is that Loki and Bartleby were banned from entering heaven, either as angels or human. This is stated, quite clearly, because to do so would prove God wrong.
God could not forgiven them and changed its mind about letting them re-enter. For the same reason that their attempt to re-enter on their own. God would have had to humble itself, and reverse its prior mandate. Thus negating all of existence.
I believe Loki and Bartleby were simply removed from existence. Neither dead, nor alive. Neither in Heaven, nor in Hell. Much in the same way Azrael was "killed." Because to suggest that to kill a demon or an angel would return its formless being to the etherial plane would allow it to reincarnate itself, which will accomplish nothing.
