: First of all, angel or not, Bartelby was forever cast out of Heaven. Why would he go to Heaven now that he's killed large groups of people? C'mon now! I see Bartelby and God's encounter as God saying 'goodbye, bartelby' because Bartelby would no reside in a place without God's presence. There is no doubt in my mind Bartelby went to hell.
: Loki, on the other hand, I'm not quite sure. He did kill people, but at the end he's repented. Either he goes to hell, or he will 'wait outside the gates of heaven for all eternity' like he would have if he still had been alive when time ended.
: Either way, neither of them go to Heaven.
Why do you think Loki has repented and Bartelby hasn't? If you listen close enough, Bartelby tells God "I'm sorry" followed by "Thank you." And when God cleans the streets, she looks down at Loki in forgiveness.
I think it's all summed up in Still -- God love them even though they once strayed from God's side and went on a killing rampage (in the name of God, which was Loki's job in heaven but still doesn't excuse him).
