Why do you think Loki has repented and Bartelby hasn't? If you listen close enough, Bartelby tells God "I'm sorry" followed by "Thank you." And when God cleans the streets, she looks down at Loki in forgiveness.

I think it's all summed up in Still -- God love them even though they once strayed from God's side and went on a killing rampage (in the name of God, which was Loki's job in heaven but still doesn't excuse him).
