Taking into account that Holden's comic career mirrors the movie career of Kevin, then it's pretty simple to see why Jay says it.

Holden and Banky made 37. A comic about their life and experiences, in black and white.
They did Bluntman and Chronic, a commercial piece that left Holden aching to be true to himself.
Enter Chasing Amy.

I think "Who the fuck talks like that?" was Kevin's way of saying "Fuck Mallrats. THIS is the movie I wanted to make."

I used to think it was a way to say "I'm past that stage," but I dunno. It makes sense, yet I cannot describe it.
