At least around here it is. Kevin spent about 25 thousand on Clerks, and he financed it mostly with credit cards, friends, and some insurance money from a totalled car.
However, if I were you, I'd stick to loans from relatives, and whatever I could raise myself. You don't want to get stuck with bad credit for the rest of your life if you can't pay it all back immediately. Another idea is to hold a benefit party or something. Charge $10 admission and a couple of bucks a beer, and you could get a few thousand fairly easily. I know some friends who did a similar thing for a magazine, and it worked out well.
Or you could sell shares of your film on the internet, like some guy did. But make sure you are really organized if you want to try this.
