Vader was a Lord. Apparently Sith are referred to as Lords when they reach Padawan learner stage. Qui-Gon and Obi-Wan were probably his last test before he became a Dark Lord, the Sith equivalent of a Jedi Knight.

Having reviewed the character a bit more, however, I find he has one redeeming quality:
He was an Apprentice Sith, whereas Vader is going to shoot through the ranks and be a pseudo-Master by Episode 3, and no one has even speculated about what Vader was like in his Jedi slaughtering prime, except for me, which apparently doesn't count.

I don't exactly see where you were going with that part, but I might have if your post hadn't been cut off.

Jedi was actually the most blatant attempt at appealing to the widest possible audience, as Captain Panaka was a bit of a servant to the Queen in this one and Lando was his own person in Jedi, and he was a General in the battle that turned the tide of the war against the Empire. (Besides, how else can you explain Ewoks?)
Panaka was nothing but a useless pawn in a battle that otherwise has nothing to do with anything, seeing as anyone who died in Episode 1 died in vain as Palpatine will rise to power anyways.

And, by the way, Lucas always had marketing in mind when he made Star Wars.
He was the first director to really push for the rights to his toys for the movie. He had a merchandising clause put into his contract for ANH that said he got 75 percent of the merchandise profits, a clause which has since been renegotiated because he robbed Hasbro blind with it (about $350 million blind).
