I don't know Neil Juan Luis, but he talks the lingo and seems to have a good grasp of the TV industry. So this is likely on the up and up. Give him the benefit of the doubt; this story is probably true.
That said, what the ABC exec was saying, was that Kevin should be a good little boy and be happy with the scraps that ABC was giving him. Implicit in this exec's statement is that ABC doesn't really care if Kevin stays or goes. And it's true, they probably don't. I saw a similar situation happen with Crusade, the follow up to Babylon 5: Joe Straczynski wouldn't knuckle under to TNT and do it their way, and since TNT wouldn't let him keep creative control, they got into a pissing match and TNT canceled Crusade. Both TNT and ABC will do fine without these shows.
My guess is, ABC was doing this as a consolation prize to Kevin after Miramax had to drop Dogma...helping to keep him in the Disney fold. But having developed the show, they're not too eager to promote it. They've got other product with internal sponsors pushing for scarce air time.
I also hope Kevin will knuckle under a bit and do some promo for the series...if only so that future projects won't get jeopardized by this admittedly bad situation.
Man, I could go on and on with this...gotta stop and do some work.
