Yes writing Grumpier Old Men makes him qualified. It shows that he able to write a movie. While that might sound like a simple statement, it is very important, not everyone can write a movie and get it made.
Also writing an action/superhero movie and writing a comedy are similar. Its all about timing and pacing.
