It's the adhesive used to affix the tiles to the curved surfaces of the shuttle. Them tiles fall off alot. Each tile is shaped to conform to the part of the shuttle it's stuck too, but if you've ever tried to glue something to a curved surface before, you know how hard it is to keep it stuck.

I doubt Earth is the only source of heat-resistant mineral deposits. Any planet formed from third-generation supernova remnants should do, without pesky native Earthlings to interfere with the mining process.
