she was a muse. she mentioned how easy it was inspiring a bunch of horny guys to give up their money, therefore she'd have no need to take her shirt off, because she can do just fine as is. Also, it's kinda strange to ask for a more realistic strip bar ambiance, when the scene itself consists of the 13th apostle who's been dead for 2000 years, a muse, and eventually a shit monster. But you're right, it'd have been more 'real' if she'd lost the top.
