Two questions for anyone who might know.

I still consider myself fairly new, but hopefully these questions haven't already been answered.
First of all, what exactly IS a meat puppet? I know about the band and the line from Dogma, but I still don't understand what it means.

Also, what does the phrase "the human brown eye" mean? I apologize if these are stupid questions. But it's questions like these that slowly push me to the brink of insanity. Any help would be greatly appreciated. Thanks.
