In the summaries it says that Jay and Silent Bob will never have a movie just about them. The main reason is because Kevin thinks, and I agree, the duo would never pan out with a film souly about said charactors. Plus Kevin's 5th and final film featuring Jay and Bob has already basically said it's not going to be about Jay and Bob.
