He's played Silent Bob in other people's films... Drawing Flies and Scream 3... though for Drawing Flies, he was close friends with the director and exec-producing the film and for Scream 3 he was doing it as a favor to the heads of Miramax. Outside of those kinds of scenarios, however, the chances of such a situation would be very remote.
As for directing other people's scripts... he's mainly against the idea, as he thinks that he's not visual enough a director to direct anyone's stuff other than the stuff he's envisioned from the start himself... though he was tempted by an offer to direct Good Will Hunting, briefly, before Van Sant was signed onto the project.
The lesson to be infered: the only way Kevin would even consider directing someone else's script or playing Silent Bob in it would be if he were in some other way closely attached to the projects... like Drawing Flies or Good Will Hunting where he was instrumental in setting up the production or the case of Scream 3 where he had a long working relationship with the studio head... and even then, probably not.
