Sounds like a project for Griffin Mill or maybe Larry Levy. I know you said no big stars but this baby screams out for Bruce Willis and Julia Roberts. I love the scene leading into the execution where the protesters are standing the rain in front of the prison, their candles illuminating the umbrellas like Chinese laterns...Bad Religion's "Were Only Gonna Die for our Arrogance" theming the slow overhead shot. Brilliant.
