They were banished to the chunk of land that is Wisconsin, even though it was not named Wisconsin at the time. They were banished to a set of geographical coordinates. Metatron just calls it by a name with which the characters are familiar. Plus it's an injoke about Kevin and crew getting stuck in Wisconsin on the way back from shooting 'Rats (right?)
As for them leaving, it's because God was incapacitated a la the Stygian Triplets. All part of Azrael's master plan.
