First off, Bartleby THANKS God just before she kills him. Why would he do that if he were going to Hell? Nobody wants to go to Hell, especially after you were just an unwitting part of a rebellion against Satan.
Also, it does say they can't go to Heaven, but that doesn't necessarily mean Hell. The original plans were for them to wait outside the gates of Heaven for eternity...and remember, we're dealing with GOD here. What S/He says, goes. S/He could have created an entirely new realm.
That's why it's a debate.

Because I heard you were a big fan of them as am I. In regard to everyone asking what happens to Bartlby & Loki at the end of Dogma. Go with the simplest answer. THEY WENT TO HELL! According to the film, they can't go to heaven or the world will end. So they went to hell. As for banky and randal's sexuality...your on your own.
