I agree, the amazing flaming of newbies has got to stop. But not really.
To explain:
1) The summaries are mentioned both on the splash page and the top of this board, complete with links. It's their fault they haven't read them.
2) Let's face it, some newbies are quite assholes. Remember RavingMadBomberKing or however it was capitalized? ChiefWhipAss on this board? Silent Brandon? Well, not Brandon, he's a good boy now. But some people just come on because they saw Clerks, they've got the Internet, and they were dropped on their head as a child. In other words: To piss off people.
Okay, now here's my idea:
1) A Survivor-like vote when a really annoying person comes on. Maybe someone semi-important (I'm thinking Darth Dobbin) has the power to elect a newbie for banishment, and if the thread get 15 or so posts, the newbie's deleted. This would, of course, only be for extreme cases (re: WhipAss).
2) A quiz before joining. Stuff that's in the summaries, to make sure the new joiner has read them, and is not even thinking about asking when Clerks 2 is being released.
3) All people wanting to buy tickets to a VA related event should not only have an ID on this board and be a regular poster (regular means been here for 3 months with substantial posts), but also (a) not have busted View Askew with any other failed payments, and (b) not be an annoying prick. I shudder to think that I am Silent Bob could've gotten into Vulgarathon.

Well, those are my opinions in a nutshell. Thank you Jennifer, for letting me vent. You were one of the good people when you came here new (despite the voluminous "hey...how YOU doin?" posts).
