I'm pretty sure Kevin said that no one will be on screen as more than one person at a time. I could be wrong, though.
As far as the budget, perhaps it has to do with some Bluntman and Chronic stunts (as it seems that Kevin Smith and Jason Mewes will don the hemp tights to bring Bluntman and Chronic to life :)).
