I think it's either Norm or Miller as the all-time best anchor, which is ironic since they were the single two worst people for the job (in that neither even attempted to exude an appropriate "news anchor" vibe, instead choosing to basically play themselves).
What's certain is that Fallon and this new girl are the all-time worst. Worse than Nealon and Brad Hall, even.
