I'm not taking a position on Biggs' acting ability, but I think your statement about actors taking parts in bad movies is a little harsh. How many actors spend their entire careers trying to get even a minor part in a major studio production? How many actors have to wait tables or do some other kind of work because they can't make a living acting?
If you're an actor and you're in the financial position to be discriminating enough to select what you feel are only the best roles (like Johnny Depp seems to do), then you should be very thankful for what you have. Most actors, however, are not in that position and have to take whatever part they can get.
I'm sure there are many actors out there who would have loved to have starred in that idiotic looking movie (Dude, ...). Granted you'd have to pay me to go see it in the theaters, but that's besides the point.
