The cost thang is probably a factor, but I'm quite, quite sure that Kevin said that JSBSB will be a road pic and that it's easier to make L.A. (and surrounding area) look like the rest of the U.S. than it is to make N.J.
I mean, can the Garden State really be made to appear like the rolling dunes of Nevada? MAybe, but it'd probably be hella hard.
