It can't. Because Banky has already "sold out" and made the Bluntman and Chronic movie. Dogma takes place right after Chasing Amy, so I find it impossible for them to produce, write, film, and edit a movie in a span of a few days.
Plus, Chasing Amy would have ended about a year or so after Dogma (the whole one year later thing at the end) and there probably would have been a mention of a movie or something. So I would figure this takes place some time after Dogma.
