First do some research on what you really need to make a movie. Figure out a Budget. Get some Friends together, pool your money, figure out ways to raise money & make the movie.
I hear that Film-411 has some resources for aspiring film makers.
The most important thing is to do it, not just think about it or talk about it. If you don't get serious and work hard to make it happen, it never will.
