It'll be an exe. All you have to download is the game itself and run it. It's being made on RPG 2K. A program that was initially made in Japan, but never released here. Some Russian guy translated it into English and posted it online, thus the not quite legal status of the engine. Granted the company (Ascii) isn't losing any money by it being used by English speakers (they had no plans on translating it), but it's still their property. There's also an RPG Maker on PSX, but since there's no PS keyboard, text would be a bitch.
