It all depends on various different things... How it is coded, how many audio tracks, extras etc... There is no 100% limit like with CD's.

Mainly to do with how the picture is encoded though... some may take up more space than others, even though they have the same running time... (Like Clerks for instance shouldn't take up as much space as say MI:2 because Clerks has a lower quality video and therfor needs less to store information).
