Send beggar requests to a million different companies and see if one responds. If they don't, go on and make it yourself. Get a digital camera, a shotgun mic, and work on the low budget you've got. Get friends to pass on the word and hire people that way. You'll see...it'll work out.
As for the soundtrack, what are we talking about here? If you've got original music that you've recorded or are planning to record, then DO IT if you've got the money and talk to different record companies about distribution deals. If you're looking to use songs that are already out there (say, Limp Bizkit or someone like that)...good fucking luck. It costs thousands of dollars to get the rights on that kind of thing -- unless they're really nice and will give you film festival contracts, UNLIKE Everclear.
