It's farely well know that Kevin isn't a fan of improv' in his films and it could be several reasons:
On Clerks he had a limited budget and film stock is very expensive so the less he shot the less it cost and that has stayed with him throughout his films.
It could just be as a writer he feels that the script he writes is what he wants to put out to the public and even if the improv is hysterical the dialogue driven nature of his plots means he wants to get accross his point of view.
Maybe he's just far to polite to tell someone they are bad at improv so instead has a blanket policy.
These are just a few stupid sugestions to fill the time before the only person who really knows the answer posts on here (Kevin of course) and I'm probably way off but I enjoy forcing my personal opinions on others so I have, my personal belief is that I would probably be the same way if I had worked hard on a script and then someone comes in and says "It's okay but wouldn't this...be funnier".
It sounded like such a good idea before I actually started typing, maybe one day I'll know the answer
