Yes, and it has gone through many drafts. I'm sure even if they need to work through further rewrites they will be using the Douglas Adams drafts as the basis of them, if only for the sake of appearances. It is highly unadvisable to pursue a property such as this that has already been in development for quite some time.
On the other hand, if you're writing the screenplay as a writing exercise, than please, write on! Enjoy!
