The newspaper publisher doesn't support itself by the 25-to-60 cents they charge for the paper. They make their money off advertising, the rates of which are determined by circulation. Now, while this doesn't mean they are gonna start giving papers out for free (though the Village Voice went to free distribution in Manhattan a couple years ago), it does mean that it doesn't hurt them to lose ten or so papers from a box if someone only paid for one.
In fact, it's better for them to have an empty paper box with not enough money, than it is to have a box with 9 papers and one quarter for the paper that got bought, because they can still chalk up those ten papers to circulation if they are all gone. That didn't come across very clearly, but I hope you get my point.
