Here are somethings to think "aboot".
See if your drama teacher will let you direct a play. When I was in highschool I talked my drama teacher in to letting some friends and I write and direct our own play. It turned out to be a big hit. It also gave me quality experiance working with actors.
As far as writing there is really not much advice I can offer. You either have the talent or you don't. Forget the "rules" and just write. Whatever you do - DO NOT buy a book on "How to write a screenplay". They don't work and they are a boring read.
A book on filmmaking that I can recommend is "The Filmmakers Handbook". This is not another pretentious "How to" book but a reference guide through the filmmaking proccess. This is a book that can be benefited by all levels of filmmakers.
If you want to make a short film don't be discouraged go ahead and do it. It seems as if everyone is making a short film these days. If you don't own the equipment you might check and see if your school will let you use theirs. Most schools these days have an NLE and a couple of digital cameras.
There is so much more but I do not have time to delve into it....
