The people on the plane did not. It is easy to say after we know they have all lost their lives that the passangers could have done more. They did not know they were going to die. There is the indication that they saw the multiple terrorists attack and murder members of the crew and there is even some reports the terrorists told them no one get hurt if they cooperated. We know that was never true. They did not. It is unquestionable the people lost their lives on those planes before they ever hit anything. A plane can be very conducive towards defense for the terrorists. It would be awkward to stage a directed assault on the terroritsts and probably futile. A cardboard cutter can kill very easily if you want it, too. For the people on the plane, they probably thought it would not be worth it to put themselves in extreme perile with such long odds. We know differently, but our knowledge cannot help those people. You cannot judge what they did, because they did not know what we know. I'm sure there were a lot of heros on those planes. Perhaps one was even able to crash the plane before they hit their target, sparing countless lives. Those people acted as any of us would have. They didn't have the benefit of knowing how things would happen. They only knew what they saw.
