Budget. You can't really do anything if you don't have the money.
As far as a $600 handheld, you can make some decent shorts but I wouldn't try anything overly big.
The best advice I can give you before you start...If there is a public access or community TV station near you, look in to their production classes. They will teach you how to operate a camera (some of them will rent cameras out), you will learn how to do lighting, editing (they will give you access to editing equipment). Once you get certified they don't normally charge you to use their equipment (if they do, it will be cheaper than most places).

All of the people I know are just into there own jobs and no deseires of film. I'm alone on this but I feel it I get something started, "they will come." If its as easy as buying a handheld for about $600 at a store then just tell me what specs I should look for in a camera. Thanks for your advice.
