Dogma was the only idea he had down on paper around the time of Clerks... Amy and JSBSB came pretty clearly from his experiences working on his other films... and Rats came together after succeeding too.
Kevin's basically said that if Clerks had failed, he would'a been too busy pulling his money together to pay off the debts incurred in the making of Clerks, to make another film.
