I agree with your point about how bad "Blair Witch" 2 was, but it was not an independent film. It was a cheaply made studio film using rights from when they bought the independent film "The Blair Witch Project" (which was itself a ripoff of another independent film shown at Cannes exactly one year before "Blair Witch").
