Well, the impetus for Bruce Wayne's turn to crimefighting was the death of his parents, no? (It was the same for Peter Parker.) So, in the universe where there is no Wayne enterprises, no Wayne manor, and no the Batcave--at least not in the vast sense that one reader has come to be familiar with. (The Batcave would probably the washroom over in the basement of the apartments where the Waynes live.)
Without the funding, Batman would essentially be Robin. (Or Nightwing.)
Looking at it mythologically, however...there has to be a Call. What would the call be? So the Waynes didn't get mugged...Killed by a resident drug dealer/dirty cop (ala "The Professional"?)
