Beta Ray Bill... can't remember the name of his alien race, but he happened to be present during one of Thor's fights. Thor dropped Mjolnir, or had it knoccked out of his hands, and Bill picked it up to give it back to him.
However... as it says on the hammer, Whosever hold this hammer, if he be worthy" blah blah can't remember "the power of Thor." In the act of picking up the hammer, proving he was worthy, Beta Ray Bill was granted the power of Thor. He was eventually given his own hammer or something. What a vague description.
