There were several costumes. The mask covered the whole head, and the first costume had multicolors, but then his powers got amped and he turned all white. In the trade I have, he stops wearing a mask, goes back to colors, and wears a cloak. I think he was supposed to be the Squadron's version of Green Lantern.
