I believe it was shot in the summer of 2000, and was edited very quickly after that (there aren't many special effects, and Bob and David have said post production went very very quickly. Point being, it's been done for a long time.
The problem with the delay is that, while I think it will be hilarious whenever it comes out, the longer the delay, the more dated the material becomes, and that hurts the film in my opinion.
