You make a print off of the negative, and cut that (hense "work print")- tape is used for the splicing. After you ifnalize the edit, the workprint and uncut negative is turned over to a negative cutter, who VERY CAREFULLY goes through the negative and finds the portions of each shot you selected in your workprint, and VERY CAREFULLY cuts the negative and then hot-splices it all together using glue and a special negative splicer. The negative cutter is able to find all those little bits of footage thaks to the edge numbers printed every foot on the film, which are the same on the negative and the workprint.
