The more information you can give them, the better it is for you. But keep it to about 2/3 of a page, even though that isn't relevant for email - they are likely to print it out if they like your qualifications.

It's even better to call, if you can. But don't be pushy - if they say "no phone calls" then don't call. But if you have a name and it doesn't specify, call to introduce yourself and "ask more questions about the job." It's a troll, and the call recipient will know it, but it still makes your name top of mind.
