If he's a really caring guy, then maybe he didn't want to rush anything. He may feel respect for you and not want to go too far too fast. Maybe he was hurt in the past and still getting over it. There is endless speculation, but if his personality could indicate some of these things, then chances are that it's that.
However, if he's kind of insensitive and stuck on himself, then you may have a problem.
Either way, talk about it. Open up conversation dealing with your relationship. Identify what direction you would like it to go in and ask what direction he would like it too. A good diatribe will get you everywhere... and in a much smoother ride.
