You just download them to your computer, then extract them into the game. To extract them, go into program files, then into the Maxis folder, then into the sims folder, then into game data, and finally into the skins folder. I use winrar to extract them.
Just extract the skins into the skins folder, and it should work. Least thats how I do it and it works for me. :)
