I recommend you use one of two things to fix this from the microsoft end. One is check the microsoft knowledge base and do a search in relation to XP and mouse settings. If that doesnt help you then try windowsupdate.com for which you should have a link on your start menu to get to to see if there is some sort of system/minor update which you may have missed which may just fix the problem.
If they dont do anything for you, find the mouse makers manufacturers site and get the lastest mouse driver and software and reinstall that.
