With out looking it up ( I am sure you can go to Google or another search engine and find out) I believe this info came out. The Phantom Editor (don't remember his name) came out with ep. 1.1 It cut out Jar Jar's scene. Kevin was asked and basically said "If I could go back and edit a film it would be one of mine not someone elses" I think it was either Dogma or Mallrats, could be wrong. Lucasfilm has tried to stop the distrubiton of the film seeing as they have a little interest in the project!
