Legal issues have also allowed the American Catholic Church to create an environment in which sexual abuse can be covered up. Only 19 states require clergy to report allegations of sex abuse to authorities. Other states don’t allow for the prosecution of sex crimes more than one, five or ten years after a child turns 18.
