Apart from the tremendous delivery and acting, it's the writing that makes it funny. Many scenes are conceived in madness, but played absolutely straight - you don't need to have done Latin at school to find humour in the Romans making Brian translate "Romans Go Home" and then write it out on every wall in sight. And of course, the dialogue is far and away ahead of anyone else's when it comes to comedy.
Of course, a lot of people need to be smacked straight over the head with a joke in order to be amused by it - the stress on the brain caused by humour that isn't immediately and eye-bleedingly obvious is far too awful to be contemplated.
