Prisoners now are more violent than in the past. As much as we hate to admit it, prisons are more about keeping the bad element out than punishing them anymore. We just can't; they're too violent.
We tried to learn from Attica. We learned that if you piss a prisoner off enough, they're gonna get violent, and the only person who suffers are the correctional officers there who have to deal with it. If giving the assholes cable tv and weightlifting equipment keeps the already dangerous tension down, we have to do that and give up some belief in "punishment". It's a necessary evil, I guess.
