Neither one of them is correct. Suicide bombers are horrendous things because they strike without warning and in civilian settings. Storming refugee centers because a handfull of people perhaps connected to these bombings is a horrendous thing as well.
There is no clear-cut answer, but an eye for an eye will not solve the problem.
